The governor approves or vetoes bills that originate in the Hawaii State Legislature and the governor submits to the legislature the annual state budget for approval. The Hawaiian Governor is the commander-in-chief of the state's national guard, and the governor reviews and can grant pardons. The Hawaiian Governor appoints the cabinet he/she feels necessary, so that they are created as the governor sees fit (but not to exceed 20 cabinet members). The governor has the authority to appoint judges, but those appointments must pass senate approval. The governor is elected to four year terms, and is limted to two consecutive terms (but can run again after a term out of office). The Hawaii Governor and Lieutenant Governor are the only two statewide elected officials.
